That is strictly personal opinion but I think it is a fair estimate.

You might want to test the theory by doing a web search for sex
offenders in your zip. Then see on the web how many are in trouble
for lewd acts on a child. Then divide by the population of your zip.

And that's only for one type of serious crime.

1 in 100 is probably a low estimate.
